I have always wondered this. What difference does it make if he is wearing a dress and a funny hat??

Nothing more than ritual. I believe those things detract from worship.

Current Papal regalia is largely a holdover from the time when the pontiff was -  in a very real sense - a king, on a par with secular monarchs.  Technically, the pope is still a sovereign, which is why he dresses the way he does.  His attire is really no sillier than that of many medieval/Renaissance heads of state (take a look at paintings of Henry VIII or the Borgia boys).

But I agree that it makes him look like a poor grade of drag queen.

Or maybe camouflage.   Let's say the Pope does something that gets him in dutch with God - you know, something REALLY anathema to the Church, like actually punishing child molester priests or officiating at a same sex wedding.  When God In His Wrath comes looking for Francis, he could simply mingle with a room full of drag queens and God wouldn't be able to spot him.

I'm sure that there is something in Scripture authorizing the fancy dress. Hard to imagine a self described Bible/Christian faith running off the rails on something like that.

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
